1. Identify business strategies and objectives (i.e., where the business would like to be) by interviewing top management.
2. Identify the current environment, including systems and technologies utilized, problems, opportunities, limitations, etc.
3. Identify available systems and technologies.
4. Utilizing the outputs above, perform a Gap Analysis between the current and desired states which identifies necessary initiatives (to achieve the desired state).
5. Organize and sequence the initiatives into a strategic plan.
6. Requirements for new software or hardware are created, and vendors are qualified and requested to propose.
7. Vendors compete and eventually one is selected. A contract is negotiated, and an operational plan is established.

Note: there is a tangible deliverable from each step of the process.
